Tony Blair, George Bush and the Royal family, whatever you claimed they did, was under state jurisdiction. Parliament and the House of Lords voted and gave them royal authority.

George Bush's authority was given by the House of Representatives and the Senate of the USA.

The entire basis of the law is to note subtle differences.
