  so are these countries saying they cannot buy or borrow a reconnaisance drone from china, russia, germany, iran or even the US or france so they can anticipate these attacks and effectively repel them?

  This is just a needless loss of precious lives, subjecting the residents to these "scars" of mental, emotional and physical torture is simply unthinkable on the part of these govts who overlook this area of SADC. They must do more than what they are currently doing.
