Just because someone has been able to acquire a copy doesn't mean they have absolute ownership of it - it still belongs to the state.

  Ignorance. A lot people don't know that a passport is issued to you by the state hence the cost of arms symbol. That's why it is not sold. Acquiring it involves a fee. This should be taught in our schools.
