  This is what happens when a country buys into a grandiose plan without questioning the sources of funding or any available assets to support implementation of the plan. Senegal should have been suspicious from the start when a person who has no proof of funding decides to build a $6Billion city from scratch. Akon may have a great vision, but it takes more than a vision to build a multi-billion dollar city from scratch.
