It's rather good to get solar plants to recharge the electric vehicles than to fix solar panels on the vehicles. Some companies tried it but the quantum of energy needed couldn't be achieved.

Nigeria and many others have same, same, story and experiences with military leadership.
China practices communism, but look at them.
Qatar, and the rest of the Arabs practices their own kind of leadership, and they are doing good.
Libyans had Gaddaffi who was doing marvelous, too.
It depends on the head and his group , but not a military or democracy or kingship or whatever.
