  What you are saying is not that simple, Zimbabwe under the Presidency of Mugabe tried doing same and that led to that country becoming economically isolated by the the powerful Western countries who felt betrayed and cheated by punishing their ancestral migrants and robbing them of their legitimate and indegenous right ownership of their properties. Mandela couldn't even do much about the Black poverty in South Africa and it's doubtful much can be done to change it in the next century because 99% of the country's wealth belongs to the Whites.
