Why not prosecute them and, if convicted, make them serve prison sentences in Nigerian prisons and then deport them upon completion of their sentences? They'll keep coming back as long as they don't have to spend time in local prisons and endure the horrible conditions that Nigerian convicts have to endure. Just ask some Americans who were prosecuted by the Rawlings' government in Ghana for dealing in drugs, and they'll tell you that they will never set foot back in Ghana because of the hardship they had to endure in the local prisons before being deported.
