  When they mention foreigners, they only mean Africans from other African countries. To them the Pakistanis, Indians, Chinese and Europeans living there and working there are not considered foreigners. All this hatred of other black Africans is due to pure jealousy. Apartheid policies deprived them of education to get them into good professions and skilled trades to succeed so other Africans with good education who go to live there are successful businessmen and professionals, and that is exactly what they hate to see. Other African countries sacrificed and some suffered violence to free these people from bondage, but this is the response of their sacrifices. Mozambiqicans lost their President for training and aiding ANC and the other freedom fighters yet they now treat Mozambiqicans like animals.
