  This practice works as long as credibility of criminal charges are confirmed. It works against fairness where dictatorships countries like Uganda can put false charges on their citizens for neighbouring countries to return them for torture and humiliation like Kenya helped in returning the Ugandan opposition figure Besigye or whatever his name is.
