Finance Ministry denies 'secret' payments in GH¢68 billion arrears probe

Ministry of Finance has rejected claims that it made undisclosed payments on behalf of state institutions, following concerns raised in the GH¢68 billion arrears audit report.

The controversy came up during a sitting of Parliament’s Public Accounts Committee (PAC) on April 2, 2026, where questions were raised about how some government arrears were settled.

Officials from various agencies sought clarity on whether all payments were properly communicated.

A representative from the Ministry of Roads and Highways, Emmanuel Mammara, told the Committee that his outfit had struggled to obtain full details of certain payments.

He claimed that some contractors, including those owed over GH¢2 million, appeared to have been paid without the Ministry’s knowledge and were not captured in its official records.

But the Finance Ministry has firmly rejected that narrative.

According to the Ministry, all relevant institutions, including MDAs and the Bank of Ghana, were duly informed about payments and bond issuances used to clear arrears.

It insists that there was no secrecy in the process.

According to a report on adomonline.com, on April 2, 2026, officials say documentation shows that key stakeholders were copied in communications regarding the transactions, maintaining that due process was followed at every stage.

The Ministry maintains that the claims of hidden payments are inaccurate, stressing that transparency was upheld in managing and settling the government’s arrears.
