Government introduces cooperative licences for small-scale miners – Dr Frank Amoakohene

The Government of Ghana has introduced a new licensing system for small-scale miners aimed at improving regulation and monitoring of mining activities across the country.

The new arrangement, known as the Cooperative Licence, allows a group of up to 15 small-scale miners to come together to register and operate under a single mining company.

The announcement was made by the Ashanti Regional Minister, Dr Frank Amoakohene, during a stakeholder engagement with small-scale miners and community leaders in the Amansie communities on Monday, March 16, 2026.

Dr Amoakohene explained that under the new system, each member of the cooperative will be assigned a specific identification number to carry out their mining activities.

He noted that the initiative will help government and district assemblies easily identify and monitor mining sites across various communities.

The Chairman of the Small-Scale Miners Association in Amansie Central, Kofi Gyimah, welcomed the initiative, stating that it will assist miners who lack sufficient funds to individually register for mining licences.

He also appealed to the authorities to fast-track the licence registration process to enable miners to operate legally.
