PBC seeks US$100m amid bond default
PBC Ltd, Ghana’s biggest cocoa buyer, seeks to raise US$100 million from international banks to help pay off cedi debt that matured late December.
The transaction, handled by an Accra-based advisory firm, should be completed before the start of the main harvest on Oct. 1, said Deputy Chief Executive Officer Kojo Safo.
The company has approached the state-run pension fund and the government, who together own a 75 percent stake in PBC, to provide guarantees for the loans that are likely to have maturities of five to six years, he said.
“The plan is to secure this long-term funding to refund the obligations due,” Safo said. “With that you give the company headroom to operate. The conversation is at an advanced stage.”
PBC paid all interest due at the end of 2018, leaving the 120 million cedis (US$22.8 million) principal of a one-year bond sold at 19 percent. The company defaulted because some bond proceeds were invested to complete a hotel expansion and shea-nut processing projects, which will take more than one year to recoup, Safo said.
While sources for future working capital are drying up, PBC has begun talks with the Ghana Cocoa Board, the industry regulator, to increase borrowing to between 800 million cedis and 1 billion cedis in the 2019-2020 crop year, from 600 million cedis in the year that ends in September, Safo said.
An initial proposal by PBC to repay the debt in eight equal quarterly installments at an interest rate of 10 percent was rejected by investors, who took the matter to the High Court in recent weeks. The court has notified PBC about the lawsuit, Safo said.
The statement said for the first time, GSS would adopt the use of electronic data collection with other geo-spatial technologies, which has been recommended by the United Nations Statistics Division (UNSD) for the 2020 round of Population and Housing Censuses.
Consequently, the trial phase has been put into various stages with each stage testing a specifically different process.
In this regard, the 2020 Population and Housing Census will provide the current population of Ghana, by age, sex, educational level, marital status, literacy, educational attainment, occupation, type of economic activity, and geographic area of residence.
The count will also cover access to social amenities such as water, health care, educational infrastructure and housing conditions.
“The information collected will be for district, regional and national governance as well as for business decision-making, it will also be for industry, media, academia, research institutions and international organizations as the basis for informed decision making, effective planning and policy decision-making,” the statement said.
Starting from 26th May, 2019, a week prior to the Trial Census Night, census officials from GSS appropriately identified will start visiting the communities that have been selected for the Trial Census to identify and number houses and other structures which precedes the enumeration of the households after the census night.
This is to ensure that there is complete coverage of all households in the selected areas during the trial census.
The statement entreated all persons residing within the selected communities to cooperate with the census officials in order to ensure a successful Trial Census.
