The Social Security and National Insurance Trust (SSNIT) on Thursday inaugurated a three-member committee to investigate the shortfalls in the construction of phase three of the Adenta Workers Housing Project.

It has Commander Pius M. G. Griffiths (Rtd), former Minister of Communications, as the Chairman with Mr Kofi A. Somuah, a Lawyer and Mr Kwadzo Hohoabo, a Quantity Surveyor as members.

Mr Kwame Peprah, Chairman of SSNIT Housing Project, inaugurating the committee, said it was to ascertain whether due processes were followed by management in consultancy service and contract for the construction of the flats and to inspect whether cost estimates for works submitted by the consultants for each of the different phases of the project were in accordance with industry’s standards and acceptability.

Other terms of reference are to examine whether cost estimates as submitted by each of the contractors for the different phases of the project were in accordance with industry’s standards and acceptability and whether each of the contractors executed the works in accordance with the consultants estimates.

To find out whether there were lapses on the part of management in the monitoring of works under the project and if so identify such lapses, and to establish whether technical drawing and cost estimates as approved to the project were in accordance with industry’s standards.

To determine whether there were variations in the actual construction of the flats under the project from the approved technical drawings and cost estimates for the project and if so whether the variations were justifiable and approved by the Board.

To discover the reasons for the construction of the smaller room space of flats under the project, and identify the reason for the inability of the Trust to sell flats built under the project.

The rest are to make out any other matters that may have impacted negativity or otherwise in the overall execution of contracts under the project, and offer recommendations on the way forward.

Commander Griffiths, on behalf of the committee, pledged to work to justify the confidence reposed in them.

The committee has six weeks to submit its report.
