West blue consulting, the technical support providers for the customs division of the Ghana Revenue Authority is set to roll out an emanifest software as part of the Ghana National Single Window project on 1st April, 2017.

The emanifest is a system solution which will serve as a platform where shipping lines and their agents could submit information on their cargo electronically and 24hours before the ship loads from the port of origin.

As a result, a training session has been organized by West blue consulting to provide participants including shipping agents and owners skills to report sea manifest electronically to GNSW platform in compliance with the revised customs act.

In previous times, shipping agents and owners submit manifest on various platforms to different stakeholders but with the e-manifest solution shipping agents will submit the manifest just once and the system will take care of the distribution, hence, creating convenience for them.

Ransford Mensah, the Training Manager of West Blue is of the view that the

e-manifest will reduce cost and time of doing business.

“One thing which is very much important to trade is the time, this one time submission of manifest, what it is going to do is that it is going to reduce time and also reduce cost of doing business,” he said.

Frederick Gavor, Deputy Commissioner for Operations at the Customs Division of the Ghana Revenue Authority said the emanifest will enable customs make timely decisions about the consignments even before they arrive in Ghana for clearance.

“The e-manifest will help us know in advance the goods that we are expecting in the port so that where we see danger or risk, we will start the management of that danger before the consignment arrives instead of waiting for the consignment to arrive before looking for the risk,” he said.
