  the responsibility to run these departments are just clueless. YEP ,bloody clueless.
  But it just gets back to how these appointments are made....If your in bed with the President.....and scratch his fat arse... you get the nod to run these departments, no matter what qualifications you have.
  And there lys the problem, unqualified people running these Government facilities.....It's very plain to see......Furthermore the staff are no better, if you know someone there, you get a job....even if it's the tea lady providing cups of tea to the staff.....Yeah.!!!!!!no problem.....come in. We gotta a job for you ... what do you want to do?....take your pick.
