The strength of a country's currency depends on the strength of the country's economy and total foreign debt on the country's neck. Kufour was able to bring the value of the then new Ghana Cedi at par with the US dollar at the time because after Ghana's external loans were forgiven because of HIPIC, Ghana ended up with no external debt whereas it continued to increase its foreign reserves. With a relatively good economy at the time, Ghana's economy became better compared to the American economy at the time, hence the value of Ghana Cedi was able to be pegged equal to the American dollar. At some point the Ghana Cedi was even stronger than the dollar. However, the Ghana Cedi fortunes turned downward during Mills' Presidency, and it has continued its deterioration to up to date
