  Though it is true that budget for CAPEX under performed, the under performance may not necessarily be bad. Having worked in the public sector for 32 years and knowing how budgets are prepared by some MDAs, I bet the 55% perf ...

  Though it is true that budget for CAPEX under performed, the under performance may not necessarily be bad. Having worked in the public sector for 32 years and knowing how budgets are prepared by some MDAs, I bet the 55% performance may be close to the real situation. Figures for budgets of some of the MDAs are conjured (without any proper basis), some just increase the previous year figures by a percentage and present them.
