That is exactly what it means..when the rate of inflation falls it broadly means that average prices have stabled(meaning prices are not increasing at the rate it used to be before. So, for example, if you go to grocery store or the local market in your area today you will find prices that have remained the same or decrease within the last few months. So when we say inflation has dropped it does not mean prices have decreased in that sense.
