This is about good governance. The politicians have taken advantage of the system to do what is obviously wrong. The sad fact is that good governance cannot be enacted so they use the loopholes. Sad. Road construction doesn't take a month. It takes 2 to 3 years so spending another 3 months to go through competitive bidding is not going to cause serious delay but would have saved the country about 25% of the cost of the current project prices.
