Heath Goldfields failed to meet 80% technical mark in Damang Mine lease bid – Report

A report from the Tender Committee submitted to the Ministry of Lands and Natural Resources on April 7, 2026, indicates that Heath Goldfields Limited did not meet the minimum technical score required in its bid for the Damang Gold Mine.

The committee’s assessment indicated that the company did not meet the 80 per cent benchmark set for the technical evaluation stage. As a result, its proposal was disqualified before reaching the financial assessment phase.

Engineers and Planners Limited, on the other hand, satisfied both the technical and financial criteria outlined in the tender process.

The firm demonstrated access to funding amounting to $505 million from ABSA Bank and Stanbic Bank, surpassing the minimum financing requirement of $500 million for the project.

Under the evaluation structure, technical competence carried an 80 per cent weighting, while financial capability accounted for the remaining 20 per cent.

Engineers and Planners Limited secured a weighted technical score of 76.32 and a financial score of 16.83, bringing its overall score to 93.15 per cent.

In line with Regulation 263 of the Minerals and Mining (Licensing) Regulations, 2012 (LI 2176), the Tender Committee named Engineers and Planners Limited as the preferred bidder for the Damang Mining Lease and recommended that the Minister for Lands and Natural Resources grant final approval.

The Damang mine, regarded as one of Ghana’s significant gold-producing operations, has been run by Gold Fields Ghana Limited since 1993.

The company holds a 90 per cent stake in the mine, while the Government of Ghana maintains a 10 per cent free carried interest under the Minerals and Mining Act, 2006.

The decision to award the lease to Engineers and Planners Limited is expected to drive fresh capital injection and strengthen the management of the mine.
