Commercial transport operators in Ghana have opposed a decision by the National Road Safety Authority (NRSA) to prohibit the use of Toyota Voxy vehicles for commercial purposes, describing the move as poorly thought out and damaging to their livelihoods.
In a statement issued on April 8, 2026, the Commercial Transport Operators of Ghana argued that imposing a blanket ban is not an effective way to tackle road safety issues.
They criticised the Authority’s position, calling it misguided, and urged officials to review the directive while engaging stakeholders within the transport industry.
According to the group, the Toyota Voxy is a commonly used and dependable vehicle in the sector, and banning it outright could have serious economic consequences for drivers and their families who rely on it for daily earnings.
Instead of the ban, the operators are advocating for measures that focus on improving driver behaviour.
They recommended intensified education and training programmes, including regular road safety seminars, to help raise driving standards across the country.
They also called for more targeted interventions in accident-prone areas, as well as efforts to address deeper structural issues such as poor road conditions, which they believe play a major role in road crashes.
The operators’ response comes after the NRSA announced that the use of Toyota Voxy vehicles for commercial transport is illegal, citing violations of regulatory requirements and safety concerns.
The Authority explained that many of the vehicles are right-hand-drive models, which do not comply with Ghana’s road laws, especially when used commercially.
Additionally, a technical working group found that the vehicles were not originally designed for commercial transport, and that many of the steering conversions carried out on them do not meet approved safety standards.

The Commercial Transport Operators of Ghana view the National Road Safety Authority’s (NRSA) decision to ban the Toyota Voxy for commercial purposes as a lazy and ill-conceived approach to addressing road safety concerns. We strongly condemn this move and urge the NRSA to reconsider.
Rather than engaging in blanket bans, the NRSA should focus on educating drivers on road safety tips and organising seminars to enhance their skills.
The Toyota Voxy is a popular and reliable vehicle, widely used for commercial transport, and its ban will cause significant hardship for many families.
We demand that the NRSA:
– Reconsider the ban and engage with stakeholders
– Develop targeted safety measures for high-risk areas
– Prioritise driver education and training
– Address root causes of accidents, such as poor road infrastructure
This decision reflects a lack of understanding of the transport sector’s complexities. We will not support this shameful idea and will take all necessary steps to protect our members’ interests.
