Felix Kwakye Ofosu is the Minister of State in charge of Government Communications
The Minister of Government Communications, Felix Kwakye Ofosu, has assured Ghanaians that the government will remain fully accountable for all revenues collected under the GH¢1 Dumsor Levy, insisting that strict public financial management systems will ensure transparency.
His comments come amid renewed public scrutiny and calls for clarity on the use of proceeds from the levy, with stakeholders in the petroleum sector also demanding detailed reporting on government interventions in fuel pricing.
According to a report by adomonline.com, Kwakye Ofosu said that government expenditure processes are subject to multiple layers of oversight, including parliamentary approval and audit scrutiny.
“Government has duly accounted for all monies, pesewas and cedis collected. Before every budget approval, monies spent are accounted for. The Auditor-General also probes how government has spent money,” he indicated.
He added that the structure of Ghana’s accountability systems leaves no room for mismanagement or concealment of public funds.

“So, there is no way we can elude or absolve ourselves of accountability,” he stressed.
On the government’s fuel price relief measures, he explained that authorities are reviewing several taxes as part of broader interventions aimed at easing the burden on consumers.
“The issue is that we are not just going to suspend one tax under the new measures. There are about three of them,” he said.
He indicated that consultations are ongoing because the taxes were introduced for specific policy objectives and require stakeholder engagements before any changes are made.
“They were introduced for a reason, so we have to engage all stakeholders to understand the issues better so there is no hardship and nobody bears the brunt,” he noted.
Kwakye Ofosu assured that full details of the affected taxes will be disclosed in the next fuel pricing window as the government implements its relief measures.
