What does "misapplying" mean, when people lied about a project and stole two million dollars with no work done? Why does it look like grounds are being prepared to acquit people caught en flagrant délit?
  
  When's Ghana going to prove me wrong, that stupid people in the country are in the majority? Don't worry, Joachim Amartey Kwei will resurrect one day, and there will be a repeat of what happened to judges in the past, if this is the sweeping perspective they have of this country.

The money was paid from the Ghana infrastructure fund, which is known but it was wrong as it was done without the board's approval. Also, the $2million could not be traced to the purpose for which it was paid out (Sky train construction) since the purpose has not been fulfilled.

  If you as a professional, against system policies, took money without approval, then you must be made to pay for it or go to prison. This checkmates bad future fiscal policies and intents. Individually, it is called holding a person accountable for malfeasance against the system.
  
  Charley, how do you have a hundred people misapplying two million dollars every time and getting them to prove why they can't be held accountable?
