2026 Mid-Year Budget Review: Mahama directs Works and Housing Ministry to curb floods - Forson

President John Dramani Mahama has directed the Ministry of Works, Housing and Water Resources to develop a comprehensive and permanent solution to the recurring flooding challenges facing Accra and other flood-prone areas across the country.

Finance Minister Dr Cassiel Ato Forson disclosed this while presenting the 2026 Mid-Year Fiscal Policy Review in Parliament on Thursday, July 23, 2026.

According to him, the government has already started providing additional resources to support ongoing efforts, including dredging and the construction of critical drains in flood-affected communities.

"On the direction of His Excellency the President, I am making available additional resources for ongoing dredging and construction of critical drains in the affected areas," Dr Forson told Parliament.

The Finance Minister explained that while immediate interventions are being undertaken to reduce the impact of flooding, funding for the broader long-term solution will be captured in the 2027 Budget and the Medium-Term Expenditure Framework.

The announcement comes amid persistent flooding incidents in Accra and other parts of the country, especially during the rainy season, which have often resulted in the displacement of residents, destruction of property and, in some cases, loss of lives.

Over the years, several parts of the capital, including low-lying communities, have experienced repeated flooding due to factors such as inadequate drainage systems, rapid urbanisation and poor waste management.

The government has previously implemented projects, including the Greater Accra Resilient and Integrated Development (GARID) Project, aimed at improving drainage infrastructure and reducing flood risks in the capital.

Dr Forson assured Parliament that the government remains committed to addressing the flooding crisis through both immediate measures and long-term investments designed to protect communities and improve urban resilience.
