Minority demands Damang Mine deal documents, questions E&P's gold revenues

The Minority Caucus in Parliament has requested detailed information on the Damang Mine agreement and the operations of Engineers and Planners Limited (E&P) following the company's takeover of the mine earlier this year.

In a statement dated July 28, 2026, addressed to the Minister of Lands and Natural Resources, Emmanuel Armah-Kofi Buah, the Ranking Member of Parliament's Committee on Lands and Natural Resources and Member of Parliament for Mampong, Kwaku Ampratwum-Sarpong, said, “The request is being made as part of Parliament's constitutional oversight responsibility over the management of Ghana's natural resources.”

According to the statement, the request follows the reversion of the Damang Mine to the State after the expiry of the mining lease previously held by Gold Fields Ghana Limited through Abosso Goldfields Limited. After a competitive tender process conducted by the Minerals Commission under the Minerals and Mining (Licensing) Regulations, 2012 (L.I. 2176), the mining lease was awarded to Engineers and Planners Limited. The company officially assumed control of the mine on April 18, 2026.

According to the Minority Caucus, the strategic importance of the Damang Mine and the public interest surrounding the transaction make it necessary for Parliament to obtain comprehensive information to ensure transparency and accountability in the exploitation of the country's mineral resources.

The caucus is seeking a certified true copy of the Damang Mine Lease Agreement, together with any operating, transitional or ancillary agreements executed between the Government of Ghana and Engineers and Planners Limited. The request also covers all schedules, annexures, side letters and the Minerals Commission's Tender Committee report that informed the award of the lease.

In addition, the Minority is demanding a full account of the mine's operations from the date of handover to the present. Specifically, it wants detailed information on the quantity of gold produced each month, measured in ounces and/or kilograms, as well as total revenue generated from the sale of gold and any other minerals or by-products recovered from the mine.

The caucus is also requesting a breakdown of all taxes paid to the Government, including corporate income tax, Pay-As-You-Earn (PAYE), and any other applicable levies. Furthermore, it seeks details on royalties paid under the Minerals and Mining Act, 2006 (Act 703), as well as information on any dividends or other payments made to the Government in respect of its 10 percent free carried interest in the mine.

“The request is made in the ordinary course of Parliament's oversight function and is not intended to prejudge the merits of the transaction or the performance of the new operator,” part of the letter stated.

“Ghanaians are entitled to know how a strategic national asset transferred into indigenous hands is performing.”

The Minority Caucus has asked the Minister to provide the requested information within fourteen working days to facilitate the Committee's work.
