Economist questions need for 24-Hour Economy Secretariat

Economist Professor Godfred Bokpin has expressed support for the government's 24-hour economy initiative but has raised concerns about the structure being adopted to implement the policy.

He said the initiative has the potential to transform Ghana's productive sector and create more economic opportunities but questioned the decision to establish a separate secretariat or authority to oversee its implementation.

He made these remarks during the CEO Webinar Hub held on July 31, 2026, and sighted by GhanaWeb.

According to him, existing ministries and government institutions already have the relevant mandates to drive the objectives of the programme, and creating a new body could result in a duplication of responsibilities.

He said the government must first assess the roles of existing institutions and strengthen their capacity to deliver, rather than introduce additional structures that may increase administrative burdens.

The economist noted that ministries responsible for key sectors, including agriculture, trade, industry, and employment, could play critical roles in achieving the goals of the 24-hour economy if there is effective coordination.

He urged the government to ensure that the implementation framework avoids overlapping functions and promotes efficiency by building on existing structures.

The 24-hour economy initiative forms part of the government's broader strategy to expand production, boost job creation, and encourage businesses to operate beyond traditional working hours.
