'Something good is happening' - COPEC hails TOR's return to operations

The Executive Secretary of the Chamber of Petroleum Consumers (COPEC), Duncan Amoah, has welcomed the ongoing revival of the Tema Oil Refinery (TOR), describing it as a positive step towards restoring Ghana’s downstream petroleum sector.

He said the commissioning of the refinery’s refurbished Crude Distillation Unit (CDU) would enable TOR to resume local refining operations, improve energy security and reduce Ghana’s reliance on imported petroleum products.

Speaking on Channel One on August 1, 2026, after the commissioning ceremony, Amoah said recent developments at the refinery indicate that meaningful progress is being made after years of inactivity.

“I was in attendance at the event today [August 1] and clearly, something good and useful is happening with our local refinery,” he said.

He noted that civil society organisations had recently visited TOR and observed the installation of the refurbished CDU and a generating unit, which he said would allow the refinery to generate electricity for its own operations and supply excess power to the national grid.

Amoah also welcomed the government’s decision to supply crude oil to TOR without requiring repayment in US dollars, saying the arrangement would help sustain the refinery’s operations.

His comments followed President John Dramani Mahama’s commissioning of TOR’s refurbished Crude Distillation Unit on Saturday, August 1, as part of efforts to restore the state-owned refinery to full operations.
