The government has stated that expanding Ghana’s digital infrastructure will be crucial for creating jobs and supporting businesses as the country transitions into a more digital economy.

As part of this plan, authorities are targeting 70% 5G population coverage by the end of 2028.

The Deputy Minister of Communication, Digital Technology and Innovations, Mohammed Adams Sukparu, said the target forms part of a broader effort to improve internet access and create opportunities for Ghanaians.

Speaking at the opening of the 2026 National ICT Week, he noted that government is reviewing spectrum policies to encourage investment in telecommunications and expand access to digital services.

“We have announced an ambitious target of achieving 70 percent population coverage of 5G by the end of 2028, while reviewing spectrum policies to ensure that this scarce national resource supports investment, deployment, and wider public value,” he stated.

The deputy minister stressed that better connectivity must be matched with digital skills development, particularly among young people.

He highlighted the One Million Coders Programme, which aims to train one million Ghanaians in coding and other practical digital skills, noting that more than 12,000 course completions have already been recorded in the early weeks of its second phase.

He also pointed to Ghana’s National Artificial Intelligence Strategy, launched in April 2026, as a step towards preparing the country for the growing use of AI.

The strategy focuses on skills development, improved data management, and ensuring AI is deployed safely and responsibly.

Sukparu added that stronger digital services must be supported by cybersecurity and data protection to safeguard users and build public confidence.
