It's a cut-throat world out there but these public and civil servants are shielded from it.
Doesn't this go back to the accountability issue? Vertical (between employees and thier line managers) and Horizontal (between peers) accountability is required in any organisation which is serious about growth and productivity. Most civil and public servants have no deliverables or deadlines to meet, or so it would seem. Are goals set employees? Are performance appraisals undertaken at the end of each year to assess the performance of employees against the goals set at the beginning of the year? On what basis do employees receive raises in Ghana (beyond COLA - cost of living adjustment)? These things are easy to institute but if you try it in Ghana you will be labelled the "too-known" person. That is what is wrong with our civil and public service and yet they will go on strike to demand increased wages. For what work done?
