  Goil is effectively subsidised because BoG guarantees dollars for their BDC arm, GO Energy. Goil also supplies the Ghana Police, Army and other government institutions who never pay. As a result govt has to guarantee liquidity of Goil. The board and MD are appointed by government so they will never be independent.
