I strongly support govt in fighting against deadly accidents on our roads,be it acohol control,speed control or any technical control.These broken cars on the road have caused lot of misery to so many families.I'll not go into détails but I do remember one sad story about Mr Obiri of Takoradi,the patron of VAG Lotto who ran into a broken down vehicule parked on the Takoradi-Accra road.Another tough guy in Takoradi,Parkindon a young sawmill patron who also ran into a broken down vehicule on the Accra-Kumasi road.The way they died was very painful and horrible.Even my own niece,a graduate from Cape Vars nearly lost her life when the State Transport bus she was travelling on crashed into a broken down tipper truck near Komenda Junction one early morning.Ofcourse they had many casualties that fatal day but my niece suffered only a broken leg.
I think saving lives is Paramount but the Policy needs proper planning and not only education.
Normally,in Europe we pay such amount to our insurance companies all the time.It doesn't matter you have had accident or fault on the road but you pay for the risk.Car is a material and can develop any fault at anytime.If you don't pay,the police will immediately call any private towing company to come and tow your broken vehicule from the road to a nearby garage.The private company will charge you for the towing later.No driver can say he will not assure his car because he has not involved in any accident for the past 10 years.This Tow levy is normally a business for insurance companies but not DVLA.To conclude,the Policy is good but govt should also be looking at registering garages that can recieve such cars and keep them safely or do the necessary repairs.

Owners pay to get it released from impound, like any rational country. How can one company ensure that all broken down vehicles in Ghana are towed? Always government, when government has never done anything good. They can't even get civil servants and police to stop taking bribes.
