  Someone gets 3 years in jail for catching bush meat in a forbidden forest yet another who scams people of over 50,000 USD get one year in jail in a country where the average yearly salary is approximately 1000USD a year. Will those folks get their money back?? What stops anyone from using similar tricks to defraud folks of their money??
