He said personnel of the Motor Traffic Unit of the Ghana Police Service arrested the accused for over-speeding and demanded his driving licence.

Police Inspector Okyere said when the accused produced his licence, it was detected that it had expired in February 2004. Donne told the court that he had not been able to renew his licence because he travelled outside the country.
