Thanks for taking time off your busy schedule to visit with Ghanaians in the energy capital of Canada. There are many Ghanaians and professionals who would want to return home to offer expertise in various areas of the economy. To attract such individuals to return home to help in the nation building, the Gov't must waive custom duties levied on their personal and household items - vehicles, household appliances, furniture, etc., at the ports. This will help them to resettle in without unnecessary financial burden. A deal can be worked out with these professional returnees whereby the Gov't can say to these returnees that if you provide one-year paid expert service to the public service or a public corporation then their personal goods will be exempted from import duties at the ports. Each returnees (either single or family status) must be made to sign a declaration. A mutually acceptable paid employment must be worked out with the public service or the public corporation in exchange for this custom duty (tax) waiver. Some countries in Asia have tried this returnee incentive plan (RIP) with greater success to attract their professionals back home to assist in nation building. This plan has translated into great financial savings for the countries involved as it reduces or eliminates paying huge contract salaries and benefits to expatriate professionals. Private enterprises may join the Gov't to participate in this "Returnee Incentive Plan (RIP)". I am hoping the HC and his Minister will consider this suggestion. Long live Ghana !
