  STATE AGENCY MANAGERS ALLOW THEIR FRIENDS AND RELATIVES TO open fictitious companies and transfer programs/ projects monies to them. In turn they tell the legitimate beneficiaries of the project money that the govt is broke, so they should wait for the govt because people are not paying thei taxes.
