In conclusion, the President’s power to appoint the Chairman and Members of the EC is merely a ministerial one. The substantive power of appointment is assigned to the Council of State. The President shall act on the advice of the Council of State means the President is barred from the nomination, vetting and selection process. Those who framed the Constitution were keenly aware of the impropriety inherent in allowing the President, a political player, to play a critical role in selecting the political referee. Nevertheless, out of deference for the office of the President, the framers allowed him, as the Chief Executive Officer, the honour of “appointing” the candidate selected by the Council of State. In this case, all the President is required to do is to issue the appointment letter under the Presidential seal but no more.

It is also symptomatic of how political party elites in Ghana and Africa worm their way into the confidences of persons perceived as likely to ascend to power positions for purposes of eventual personal economic gain at the expense of the generality of the mass of Party members and the Nation which every President swears to serve under the Constitution

Yes he may be brave fair enough but are you listening to the above comments though, some may be quite subjective with perhaps personal agendum but obviously, you cannot deny the fact that some of the expressed views are others people's real experiences with their dealings/contacts Victor Smith and his officers at the High Commission in London. Perhaps you could have advanced a more intelligent and facts to buttress your argument. If he is the 15th Ghana High Commissioner to UK, then,
1 I would have expected that he would have had some briefing from his predecessor and might have taken some interest in reading about the group of people he is supposed to represent.
2. their contributions to their motherland, Ghana towards development and advancement of Ghana etc.
These I believe will give him some ideas ('apor')to formulate a strategy for change all in the interest of Ghana. It is difficult to invent new wheels when there is no need to but to maintain good the existing by co-operation with all and making changes gradually as one goes along rather than the arrogant and egotistical which, could make the system collapse with severe social and economic consequences to Ghana. Ghanaians bigger than Victor Smith and his officers

Is Victor posted here to UK for the interest of Ghanaian communities in UK and for the people of Ghana or he and his new officers are here to Lord Ghanaians and operate our Ghanaian seat of office in UK as they were incompetently and irresponsibly manning their ministries in Ghana. When would Victor Smith and his officer get to out-reach to Ghanaians in UK. So far it seems he and his officers have no commitment towards Ghana and for that matter, we Ghanaian citizens in UK. The arrogance, disrespect and the level of administrative, communication and diplomatic incompetence are very alarming. Most of the current officer should have been posted or remain in low level administrative and inter-personal relations jobs rather than being sent over to a high level diplomatic jobs in UK. President Mahama must know that know that UK is the diplomatic barometer for the rest of the world following by Washington and to post a low grade person who seems to have a low aptitude to leadership, diplomatic relations with the people he has been asked to serve is rather unfortunate. Mr Victor Smith's regime is the only one so far over many, many years of experience where officers would deny receipts of letters delivered to the office by registered, by hand and by e-mail. The example are too embarrassing to mention. This type of behaviour is indicative of his officers culture and attitude which they have carried over TO UK, from the practices in the homeland Ghana. We Ghanaians in UK will support and mutually work with Mr Smith and his office only if he will co-operate and come to the realisation that he is here for our interest and the interest of Ghana. He and his officers are not here and being paid for a free holiday in UK. He and his officer must know their Ghanaian communities in UK. We would not trade our rights for incompetence, arrogance, laziness, lies and irresponsible behaviour etc. behaviour
