This is not the big, bad oil companies purposely laying off Ghanaian workers. The oil industry is shedding tens of thousands of jobs all over the world.
Reason for keeping more expatriates? I can only guess there is two reasons. First, they may have a better contract. If they are let go, the oil company has to pay them better compensation. Secondly, and more likely, they are skilled workers that the oil company doesn't want to lose. They will try to maintain them during a downturn so they will still be there when they start to hire again.
If a ghanian worker, with lower pay but same skill is on the job, the oil company would keep the ghanaian. The oil company is most concerned about profit.

Why wouldn't there be economic hardship when companies are laying off their workers due to this erratic power supply.
