GHANA HISTORICALLY USES FOREIGN AND OTHER AID OR GRANTS TO FUND DEVELOPMENT, NOT TAX REVENUES.
THAT'S WHY HEAVILY INDEBTED GHANA IS HEAVILY DEPENDENT ON THE IMF AND OTHER AID AGENCIES OF THE DEVELOPED WESTERN NATIONS.
