Why should a Ghanaian who has not been educated using Taxpayers money do National Service? When Kutu Achaempong came up with the original National Service program it was clearly stated that it was a means by which beneficiaries of State scholarships like the Cocoa Board Scholarships could partially repay the Taxpayer with cheap labor after finishing their tertiary education prior to joining the workforce.
I for one was wholly educated abroad (Secondary through Tertiary) and when I came back in 1977 was told I was not obliged to do National Service. However, at the urging of my late father I took up a 1 year teaching assignment at an Accra Secondary School, for which the Ghana Education Service failed to pay me the paltry salary owed me (Yes, as far back as 1977-78, GES was failing to pay teachers).
This obsession with having done National Service for me is simply a fraternity-Sorority locally educated folks who want to exclude other Ghanaians who are not CLASSMATES. There are thousands of top-notch Ghanaians who can be brought to serve Ghana but would fail this National Service Test, because, they like me did not receive their Tertiary Education here in Ghana and were not supported by the Ghanaian State.
Let's drop this silly National Service Test. After all Minister are being approved when their only real claim to fame is that they served as DINING HALL PREFECTS.

A person is nominated by the president to become a minister of state. The vetting committee seeks to establish whether or not the individual had done some national service prior.
One would have thought that the work of a minister of state is in the service of the nation - every now and again we remind the public servants that they're there to serve us. So if I'd not done national service and now want to be of service to the nation, will I not be doing national service?
