  It is deemed largely successful by NPP because the top brass of NPP executives are prepared to unashamdely condone bribe riddled elections and for the rich to pay and keep their positions whilst those who can not pay are sidelined.Why has Mr. Effa Dartey's recommendations been ignored up to now?
