Ghana is a FAILED STATE AND so can not borrow from the international capital markets as a result of the IMF and the World Bank conditionalities. Ghana is in economic shackles. So President Mahama cannot set up any bank without the approval of the IMF and the World Bank. Ghana needs the seed capital.
