Secondly, closing the loopholes that "bleed" the country dry, is a good step. However, for a sustainable stoppage, we must put in place "systems" that make it impossible to steal from the state. Have you considered blockchain technology? That technology will ensure that every income and every expenditure of government is publicly visible, in real time. Visibility is the key to transparency. Corruption is everywhere that humans inhabit; what advanced nations do is to make it difficult to steal from the state, and to expose those who attempt it, with legal repercussions.
Well done so far. But going forward, the government must put systems in place to safeguard and make the changes sustainable. Given the Government's majority in Parliament, how come it would take until the end of the year to repeal a "legislative instrument" (i.e. secondary legislation)? The way to utilize the historical mandate you have received is to pass thousands of legislation, with some entrenched, to make the changes permanent. The level of mandate you now have as a government, comes once in a hundred years. In fact it is difficult to recall the last time a democratic government in Ghana had this massive mandate. So don't squander it! You've got only 4 years; the legislature must be sitting over time to pore over legislation, into the small hours of the morning each sitting day. That is how to fully exhaust the mandate. Don't waste it; use the mandate to build Ghana for good.
Effective governance means scrutinizing the economy, the nation as a whole, and list the problems. Then pass legislation to address the problems. Effective legislation is the difference between transparent, economically robust nations, and the opposite. Legislation gives power to government and its various departments to carry out economic agendas that remove poverty, ensure education, including STEM education, and weed out corruption and official theft of state property at any level.
Now, finally, let me throw the gauntlet. The next election period in Ghana must be predicated on the government that would introduce pension reforms. To be worthy of voters' attention, the political party that should win the trust of the electorate during the next national election must be a party that promises to deliver pensions to the elderly. What does being a citizen mean if there's no practical benefits? I am not talking about social security for civil servants, I am talking about universal pension for our moms an dads who have toiled and farmed, and fed and looked after the children who are now our well educated politicians, teachers, army officers and tax-payer members of the public. Make eligibility 65, 67, or 70; it does not matter. What matters is for Ghanaian citizenship to mean something beneficially tangible. We will see who takes up the gauntlet. Ayekoo!
