Whether the system was introduced under Napo or Adutwum, is it relevant? I was expecting Napo to also accept the flows in the free education. I am really surprised that two people from the same party in one government are now fighting over who started a policy introduced by their government. It's a shame for Napo to "fight" over this issue with Adutwum. Wasn't Adutwum his deputy when he
was the minister? Is he saying the Adutwum did not contribute to the implementation of the policy? Shame on him.
