It is linked to what Julius is doing at DVLA, being more interested the money the authority is making than the carnage on our roads. Drivers License and Road Worthy Certificates are all over the place, easy to get. He's always talking about revenue the authority is making jumping from one station to another and now even wants to build hospital. Have you ever seen him talking about the carnage on our road and how the authority is doing to minimise it? Amaliba, whatever safety protocols you put on the road will depend on the vehicles allows on the road and kind of people allow to drive them!
