Much as the constitution calls for regional balance in political appointments to public offices, it should not be done on the altar of qualification, competence and experience. Such blanket statements/promises could lead to the situation where the least qualified, competent and experienced people and other misfits will find their way into public offices, for the sake of regional or constituency balance.
