The GetFund administrator therefore is directly answerable to the Minister and on one else. It is only under the present administration that Ato Forson through the GetFund administrator is trying to make the Minister unpopular by making efforts to GetFund play the role of:
  Issuing Contracts
  Monitoring the contracts
  Disbursing funds for the contracts.
  
  How can there be checks and balances under such circumstance.
