Heard this, what the Kufour govt introduced was called, "The Mutual Health Insurance Scheme". The difference: Mutual health schemes operated independently in districts. So one cannot move outside ones district of operation to get service in another district. The "National Health Insurance Law, was passed by Prof Mills if blessed memory. In this scheme, as the name suggests, one can have service anywhere in Ghana anytime one needs it regardless of which district one comes from. Another fact is, before all these, there was a pilot program by the Prez JJ Rawlings administration of the National Insurance Scheme at a few places, for example, Dodowa in the Gt Accra Region. So it is NOT the Kufour administration that started the "The National Health Insurance Scheme". Facts are simply Facts! Hope we are all educated on this from now on!
