For someone who has his professional training and experience in Emergency Preparedness, Natural & Technological Hazards Mitigation, Planning, Design & The Study of the Reliability of Lifeline Infrastructure Support Systems, I am delighted you have intelligently laid out the case for national disaster planning for Ghana. It is painfully true that Ghanaians, and almost all of Africa, are living the life of the vulture and the proverbial ostrich. Prayers are good and may make us feel good but they cannot be substitutes for sensible and organized National Disaster Planning and Emergency Management.
  
  Our transportation network and other lifeline support infrastructure are not adequate even under normal operating conditions. Can anyone imagine what would happen in a crisis or emergency situations?
  
  The lessons of Haiti vis a vis Chile experience of a more intense earthquake should be examined.
