Unfortunately, the writer failed to touch on teacher incentives. You can build beautiful classrooms, provide the best teaching materials, feed the students with the most sumptuous meals.
Without generous incentives to the frontliners (the teachers), you are throwing money into the dust. Those niceties will not impart their knowledge to the students. Teacher motivation should spearhead any program to improve the standard of education.
This is the plight of some of the developed countries. A chunk of the money goes to the school administrators who want to be paid like their classmates working for profit-making entities.
The solution to the writer's concern can be found in the private schools, where the emphasis is on teacher motivation. The reason the private schools have a higher standard of education and have more students gaining admission to the institutions of higher learning than their counterparts in the public schools.
Then the question of EMPLOYMENT. Of what use is it to have educated kids without jobs? The ultimate goal of educating a kid is to equip them with saleable skills that they can employ in their own businesses or sell them to a business owner, or do half and half, self-employment and part-time income from employment. Being able to read and write in any form is good, but it should not supersede skill acquisition, the easiest way to lift the poor from poverty.

One of Dzokoto's se gblegle was his party the Convention People's Party (CPP) introduction of free education and boarding in secondary schools, training colleges and universities from in 1962 that UP opposed.
Today, the children of UP members and their grandchildren are beating their chests like a chimpanzee, that they introduced free education.
Kofi Abrefa Busia in 1969 introduced student loan as opposed to free tuition and boarding in the universities.
The Bretton Wood Institutions in 1987 under John Jerry Rawlings chairmanship of the PNDC nail in the coffin free education from primary to secondary school.
Rawlings thus, opened the gates for the commercialization of education in Ghana and private schools from nursery to university level flourished like mushroom.
That is in short, the history of free education in Ghana and its opponents.
