  Napo is an unintelligent person. His brain lags miles behind his mouth. He had been goofing long before being put under the pressure of campaigning where he is meeting the public and shitting on himself. He is a big fat fool and will remain the same no matter how better he is clothed. He appeared to shine simply because he was among a bunch of npp mediocre. Those are the kind of people who appear to shine because they are among people of dark minds. Napo can't start thinking any better than he does now because he is not designed for any good. He can never be a veep material.
